yes. the dumbass sent a message literally explaining that it was a cross retal

if he hadnt done that there would be no basis for all this mess, but he was stupid enough to do that.

I remember I did something like this way back in the days of me being a n00b. Someone from Arm hit me and I couldn't hit him back, so I hit another Arm country and it turned out to be their leader's country. He didn't even retal me and we actually got a pact out of my hit. :)
