This was never announced for some reason. Change set #26 removes the random factor calculator for whether or not a non-missile attack succeeds. Players would often over send the break by 10% to avoid failing due to the random factor. This is no longer necessary on the Primary, Express, Cooperation, Alliance, and FFA game servers.
