I just did it in FFA. not sure if that is intentional or not.. but some possible bad uses for it...

*every country in one clan could FA 1 country... just send pact.. send aid.. withdraw pact.

*Also you could probably FA clans at war without anyone knowing (this would of been useful if i discovered it a few weeks ago)

*You never have to pay expenses for the pact!

Nevermind the first part.. I was using the alliances to FA my own countries.. didn't realize you could always FA any of your countries... makes sense i guess.
