We have Country : Country DR to help curb against Land Trading, why not have the same rules for Special Attacks?

For netters, this means less damaging from suiciders.

For warmongers, this means more strategy in terms of target selection, breakers selection. Forcing players to play better countries instead of Tyranny Farmers who are only finishers. Maybe you now need 3~5 Breakers per target, increasing activity and importance in War Chat.

No more one guy having 25 CMs and hit the off line target. Less chance of an off line target being killed, which makes wars longer / more strategic.

This is a Warmonger change that should help curb the effectiveness of suiciders.

Well, we could have a TAG wide DR where, if all 5 members of a small Tag all hits once, that country's DR for the Country : Country DR for Special Attacks drops.

So if TAG SPAM has 5 countries, ABCDE, GSes country F

ABCD all hits once, E hits and everyone's C:C Specials DR gets back to 0!

Would be insanely hard to code

Just have the DR reset as soon as another country attacks. For example (random numbers):

A -> B 100% returns
A -> B 90% returns
A -> B 82% returns
A -> B 77% returns
C -> B 100% returns
A -> B 100% returns

DR reset because A was not the immediately previous attacker anymore.

Thus griefers have to work in pairs, alternating attacks (high coordination) to be as effective.

For wars, it damages players who tend to solo-hit "offline" targets. That is a downside to consider as that would hurt some of the more "casual" war-players who do participate daily but cannot make warchats.
