For commie you want to sell (jets and/or turrets, don't produce troops or tanks) as often as possible to keep the income flowing and the expenses down. You spend as many turns as possible grabbing. You build CS for readiness - you don't really want to build to your target bpt out of the gate. You might have to sacrifice early turn playability to get your tech up, but once you do get your tech up it gets a lot easier to get more tech. You really want to have those secondary techs (bus/res) built up too, much more important for c/i than farmer.
