I would incorporate at least one new government, as well as increase the pacting slots per country. More or less, fix it so that each in-game pact have the same number of slots.


I am fine with the current limit, were there to be an increase in the amount of countries per player, I'd be up for raising it by five more, something to add a little more creativity in cascading pacts between your own countries for those Techers, or adding a little more power to the punch for Dicts and Tyrannies.
