Also, you'll note that Texas is not on that list. Alaska is mainly on that list due to the expense of providing services to a large area with low population density. Louisiana is on that list for many reasons, but disparate distribution of wealth is a big one.
Finally, CA would not be in the hot water it's in if the state wasn't losing 22% of it's federal tax money.
