I clearly understand everything about earth it`s past and present. Many RD collors were also leaders ( part of leadership ) in the rest of the alliances.

That is no excuse however ...

IF you were a leader of an alliance and allowed cheating in your watch than yes you are part of it. IF you knew it happened in other places -> no you are not. IF you helped the cheaters achiving their goal ( as Helmet did ) yes you are part of it too.
