That's just factually not accurate.
Spain essentially sat the war out. The Republicans who had survived the civil war and wanted to continue the fight against Fascism fled and joined the French Foreign Legion or volunteered in the Allied armies. The Nationalists had no reason to go fight more -- they won their homeland and for many that was all they were interested in. Far more joined the Allied side than the Axis side. Probably like ~100k volunteers on the Allied side vs ~30k volunteers on the Axis side.
Don't confuse the German/Italian intervention in the Spanish civil war (which was, essentially, a proxy war vs the Allies + USSR) with Spain being a belligerent or even an occupied state. Spain wouldn't even let Germany use their land as a base to attack British and French assets in North Africa! They were paranoid about the Canary Islands
