The Cooperation, Alliance, FFA, and Primary servers will be upgraded to Change Set 30 after their current rounds end. Express is expected to be be upgraded during the first half of July.

Change Set 30:

Changes to all servers:

* DR calculations are no longer affected by the relative strength of the attacker versus the defender.

* A country cannot self-delete within 7 days of performing an attack or spy op against another country. The previous restriction was 3 days and only applied to attacks.

* Military bases no longer affect private market prices for bushels and oil. This was primarily done to allow the DMBR strategy to recycle cheap public market bushels.

* Vacation mode has been removed. Vacation mode was rarely used, had deep conceptual issues, and was mostly made obsolete by the recent invention of the smart phone.

* Free GDI is removed as a bonus purchase option.

* The general spy operation now includes the time the target country last received a turn.

* Spy operation damage for many operation types has been reduced by 1/3 but spy technology now increases the damage done by those types. For clarity, here is the complete list of affected ops:

** Stir Rebellions
** Cause Dissensions
** Bomb Airbases
** Espionage
** Bomb Buildings
** Sabotage Intelligence
** Bomb Banks
** Raid Food Stores
** Raid Oil Reserves



Clan servers only:

* A restarted country is now awarded maximum population and PCI. This avoids early production penalties due to low population and long waiting times for PCI and population to reach their new equilibriums.



Non-clan servers only:

* The "Always purchase from the public market regardless of price" country preference has been removed.

* GDI has been reworked to avoid situations where a country is the victim of attacks but is completely unable to respond due to networth-based humanitarian restrictions. Changes:

** All countries are members of GDI and cannot revoke their membership. GDI membership is free from any monetary costs.
** The general ceasefire at the end of Primary lasts 3 days instead of 6 hours.
** Countries may perform informational spy ops or stealing spy ops against a target that has performed one or more offensive actions against them without any networth restrictions.
** Countries may perform harmful spy ops against a target that has performed two or more offensive actions against them without any networth restrictions.



Primary server only:

* The Primary server will be renamed to Classic.

* A player's first country each round will be granted 80 starting turns to cut down on the dead time at the start when everyone is in protection and there's nothing on the public market.

* Allow players to change the maximum number of hours goods will remain on the public market before returning. This is set at the market good level for each individual market package. This functionality is already present on the Express and the Cooperation servers.

Why remove the "always purchase from the public market" option? I've used that quite a bit in some rounds, for various reasons.

Any reasons for this change?

If I'm running a Tyranny with 145% spy tech, is that enough to cover back the 1/3 reduction?
Or any formulae/guidelines on the spy tech level to cover back the 1/3 reduction?

Example spy damage calculation for 145% spy tech: 1.45*(2/3) = 96.6% of previous damage, so it's quite close.

The "last time the target country last received a turn" does match what the game shows as the last login time, yes.
