He's absolutely cheating. I reported it earlier.

Put in DR by #83 and #169 right off the bat so he never needs defense.

Farms #83 and #169 for 6250 acres, doing 5 PS on each because they have no/low defense. That's like exploring 300 acres/turn.

#83 and #169 get "angry" and fail dozens of ABs on him, he takes 1000 more acres from one of them, and because of the DR again he doesn't need defense, and can freely grab big players and not lose land back. They succeed 2 or 3 ABs at some point to make try to make it look like it's not bullfluff.
