What would a high end spal be considered here nowadays?
Reasonable for net/war/both?

15-20 seems high if you're going to Net, from my personal observation when I spy bottom feeders, I've seen them run as low as 1!

from what i can tell the commies in express have 15-30

HIgh end spal depends on how you look at it. You can drop land and get 30 easily. I'd say anyone in express running above 800k spies is considered high end.
I've never ran more than 650k myself in express as there is no need to. High turns stored or cash is a much better protection than high spal or defense.
