a demo gets what ~5% missile tech so it would help to get more missiles then any other gov't... leading to think it is stat padding.

demo has 5.5% max warf and i doubt that 0.5% makes difference (at least not big) between non-demo and demo on missiles.

I did already, yes you get missiles coming at faster pace IF you also add 5% with luck bonus over 5%, however, 3 turns per attack isnt worth the xtra warfare bonus IMO.
