If the country you're sending your missiles at has little/no SDI and no/little empty acres, it's nuke first, THEN chems, THEN cruise.
If you chem first, you'll destroy buildings, then the nukes will destroy more empty acres. If you nuke first, the nukes will destroy acres (and the buildings that are on said acres), then the chems will destroy even more buildings.
