Yeah, SAM got it right.

From the context of policing, you probably mean Foreign Affairs; however, FA has a second meaning as well - Foreign Aid. Here is the in-game description:

"From here, you may send a portion of your assets to another country.
Foreign Aid Rules and Regulations
You can send only one aid package every 22 hours.
You can send, at most, 10% of your assets in each class.

You must have some type of formal relations with the country to send aid.
You cannot send aid to countries with 50% more networth than you.
One shipment of aid requires 3 turns to prepare and send. "

You can see Foreign Aid at the bottom of the Main Menu when you're logged into your country.
