I have a SPAL of over 133. Almost 1.5M spies. My IA's have 1.4M and 1M spies each and even higher SPAL's than me.

My target has SPAL of 113 and only 280k spies.

Why is it taking 3 tries to get a basic spy op? There is no indication this target should be spied out.

Does the NW difference work both ways? Is it for some reason harder for me to op a much smaller nw country (he is 7x smaller).

BTW, the target also has 1 DEAD IA and 1 (pending) IA.

3 tries isn't a very big sample. Random bad luck?

i had 45 spal +some tech (now higher spal) and still some1 managed to cause 1 stir rebellions to my country w/o getting caught.

Haha, it's also a small sample, but I just failed 10 spy ops in a row before getting through on a guy with 169k spies on 6851 land. I have (even after 10 failed ops) 244k spies on 4906 land.
