the answer, is, they tried to increase the use of oil in warring, to benefit the fascist oiler strat, which i believe they have since removed the oil bonus from the fascist government?
the true question is.. why the need a barrel each? that's the same amount as tanks and jets, and turrets! but if you actually think about it, i guess cars and vehicles make more sense. =)

turrets don't use oil, but try moving the barrel to aim with steel on steel and no wd-40.. if the enemy doesn't kill you, the screeching sure as fluff will
