Stacking 3-5 bio's on someone before you start killing can be an effective way to cut someone's population down with minimal turn use.

Its usually safe to assume when you set out to kill a country they will be running turns sooner or later though....

But bio a country that you know will not run turns, ya that's a waste... but then again so wouldn't killing it?
