normal spyop is most used by both.

warmongers use stir rebellions, demos and cds alot and sabotage missiles and bioterrorisms are used quite a much.

morons use bomb banks and espionage.

Because you didn't have any jets.

For most harmful ops like bomb airbases, cause distention, steal tech, if you don't have any of the thing you are stealing or blowing up, then you won't get good returns.

yes and same applies to all harmful ops, if you try to steal cash and you have only few million in hand then you won't get much money from your target even if player would have 2b money.

Well the best way to calculate an accurate spal

Spies x gov bonus x tech + 1/4 of all ally spies (up to 50% max boost per ally) / land

If you have 1,000,000 spies and two allies with 4,000,000 each you only get 500,000 spies from them each, also ally boost is added after bonus and tech so is not affected by it
