Techer is not very good for tournament game A since grabbing is not good there, everyone is capable and willing to retal basically.
It is likely alright in the bottom levels.
The strats that keep winning are rep casher and commie indy but you won't win with them unless you play them quite well usually. Both are capable of 30m and above NW as all-explore, in all market conditions I've seen so far.
Farmer can win too. Rep and demo farmer are most successful I think since oiler is usually pretty bad which means fascists lose their benefit. That said all farmers can win or lose depending on the food price which sometimes never pass 40 and sometimes sells above 50 for days.
I believe the most important things are to run a turn-efficient build, balance tech purchases with military purchases to not get hit and to stop growing at the right time.
There seems to be many, expecially farmers and indies who stop exploring way too soon or don't mass explore efficiently. Also techers might be growing too far.

I'm curious why Oiler is considered a bad strategy. You would think that oil, which typically sells for more than food, would be a better commodity and give Oilers an edge on Farmers, who sell the lower-value food. Does oil have a lower demand or something?
